Water Activity vs. Moisture Content in Hemp Flower: How to Read the COA
Water activity and moisture content are not two names for the same hemp-flower result. Moisture content estimates how much water is present under a stated method and basis. Water activity, written as aw, describes the availability of water under the measurement conditions. A useful certificate of analysis should keep those results, their methods, and any applicable specifications distinct.
This distinction matters when comparing laboratory documents, discussing microbial risk, reviewing dry-weight cannabinoid values, or deciding whether a report supports a claim about a particular sample. It does not create a universal consumer humidity target or let appearance replace testing.

What moisture content tells you
Moisture content is a quantity of water relative to a stated material basis. The method matters: a laboratory may dry a sample to a defined endpoint, use an instrumental method, or apply another validated procedure. The report should make clear whether the value is calculated on a wet, dry, or other stated basis.
USDA's hemp production-testing guidance uses moisture determination or drying to support total-THC reporting on a dry-weight basis. That production-compliance workflow concerns a composite crop sample and should not be silently presented as finished-package quality testing. What water activity tells you
Water activity concerns the water available for chemical or microbial processes, not simply the total amount of water in the material. FDA's technical explanation expresses aw as the ratio of the product's vapor pressure to that of pure water at the same conditions. FDA also explains the equilibrium relationship between water activity and surrounding relative humidity. That food guidance helps define the measurement; it is not an IHF claim that every food threshold applies to hemp flower.
Two samples can have similar moisture percentages and different water-activity behavior because composition, binding, structure, temperature, and measurement conditions matter. That is why a moisture percentage should not be converted into aw by a generic shortcut.
Why the COA needs both identity and method context
A water-activity or moisture result describes the submitted sample identified by the report. Before applying it to a package, check:
- product, batch, lot, or sample identity;
- tested matrix and production stage;
- sample receipt and test dates;
- method or instrument reference;
- temperature or conditioning information when reported;
- result, unit, and calculation basis;
- specification or action level and its source;
- pass/fail status, qualifiers, and revision status; and
- whether the laboratory and customer record connect the report to the package.

A state action level is not a national hemp standard
California's Department of Cannabis Control requires licensed laboratories in its regulated cannabis market to test dried flower for moisture content and water activity. Its April 2025 regulations state a water-activity action level for that specific program and require reporting on the COA. This is a useful example of a jurisdiction defining the sample, method obligation, result, and regulatory consequence.
It should not be copied onto every hemp flower page as if it were a nationwide federal retail rule. Another state, product category, contract specification, or regulatory channel may use a different requirement—or may not require the same panel at all. The applicable specification must be named.
What research can support
A published cannabis-inflorescence study by Punja and coauthors measured total yeast and mold while examining genotype, environment, and pre- and post-harvest practices. The observed relationships included drying, moisture content, water activity, and microbial counts under the study's conditions. The authors' results support treating handling and water measurements as relevant variables; they do not turn one experimental range into a universal consumer guarantee.
Separate storage research has also documented changes in cannabinoid and volatile profiles under different drying and storage conditions. Those findings support careful handling and dated records, not a fixed shelf-life promise for every cultivar or package.
Storage advice is a different page
A laboratory result cannot remain permanently true merely because a document stays online. Packages can experience time, temperature changes, repeated opening, damaged seals, contamination, or added moisture after sampling. For practical post-purchase handling, use How to Store Hemp Flower.
Do not add fruit peel, bread, wet paper, or other uncontrolled moisture sources. Do not assume a humidity-control packet proves water activity. Touch, smell, visible dryness, and a room hygrometer can raise questions, but they are not substitutes for a matched laboratory measurement.
When the panel is absent
An absent moisture or water-activity panel is not proof that the sample passed, failed, was unsafe, or was never evaluated elsewhere. It means the displayed report does not establish that result. Check the tested scope, applicable specification, other batch records, and the seller's document owner before making a claim.

A practical document-reading sequence
- Match the report to the sample and package.
- Identify whether the row is moisture content, water activity, or relative humidity.
- Read the method, unit, basis, temperature, and date fields that are actually present.
- Find the source of any action limit instead of assuming it is universal.
- Keep the laboratory result separate from later consumer storage conditions.
- State untested or unconfirmed when the document does not answer the question.

When two reports disagree, do not average them or choose the more favorable number. First check whether they describe the same sample, production stage, method, basis, and date. A raw-material result, an in-process measurement, and a finished-package result can each be accurate for its own specimen while answering different questions.
